Found on wikipedia an account of a short story written for the purposes of Union Propaganda in 1863, the central characters predicament, exiled to sea, never allowed to approach land, their every communication monitored and censored, seems to me to be a perfect plot hook or background to someone Investigators might need to find.

I just went and checked the link to the 1973 Dramatization of the short story (Which it might be noted is apparently the most faithful of the filmed versions.) and YouTube have removed the video due to a copyright strike. The Wikipedia link in the OP is still good though.
